I would assume that it was copied over directly from Steven's old website since that page you found still says "Steven-Hall.co.uk" in the title.

Looking at the source code for the original link I posted gives a link on Otherpaul's name to http://www.rosstipher.com/StevenHall/secret2.html but the Internet Archive doesn't appear to have saved that one.

Was looking at the sourcecode before and found this line,

Does the mouse over actually work for you? It might just be a safari thing, but it just sort of spazzes out when I hover over it.

It seems like it's part of most of the pages source, but I can only get the window to expand on the secret page and homepage.

If you look on the facebook group, Steven put up the code as the descriotion for the for the link to the home page. It's significant, but not quite as secret as I had assumed.

Good point; it might just then be placeholder text for something that's going to come along later.
